The future of Canada's military colleges is under scrutiny after former Supreme Court Justice Louise Arbour, in her comprehensive review of the Department of National Defense and the Armed Forces, questioned whether they should remain degree-granting institutions and recommended a review carry out their operations.

The Royal Military College in Kingston and its counterpart in Saint-Jean, Quebec have a long and distinguished history in shaping the officers who have commanded the Canadian armed forces. In the words of Ms. Arbour, the RMC students form an informal elite within the Canadian Forces.

But in his review, which focused on sexual misconduct in the military and leadership, Arbor raised questions about whether military training needs to be rethought.

- The military academies are seen as institutions from another time, with an outdated and problematic leadership model. There are legitimate reasons to question the wisdom of keeping these military colleges, as they currently are,” Arbor wrote.

"There is a lot of evidence that the military colleges are not fulfilling their mandate and I think other options need to be explored with an open mind."

She suggested that the colleges be reviewed by an external education specialist who would look at the quality of education, military training and socialization they provide. She said that other models for providing military training should be explored, and in particular the government recommends considering candidates who want to attend civilian universities and then attend a military institution for a year of education and training professional military.

Arbor added that while these issues are being assessed, the government should take steps to address "the long-term cultural issues unique to the military college environment, including the persistent misogynistic and discriminatory environment and prevalence persistent sexual misconduct."

The two recommendations on education are not among those in the review that the government immediately accepted and promised to implement.

In a statement on Tuesday, the Department of Defense said that despite progress towards meaningful cultural change at RMC in recent years, it is clear that more work and change is needed.

The Chief of the Defense Staff, General Wayne Eyre, said at a press conference on Monday that the army would rethink its training system.

"Do we have the right model for Kingston and Saint-Jean, or is there another model that would serve us better?" he said. "We will study the proposal."

Almost every major army among Canada's allies has its own officer training institutions, a system that traces its roots to the specialization of warfare in the 19th century. RMC opened in the 1870s and today has over 1,000 full-time students, both graduate and undergraduate.

Questions about his direction remain for more than a decade. A 2017 audit report found that the RMC could not demonstrate that it was producing officers at a reasonable cost and that there were weaknesses in the training it provided. According to the auditor general, educating a student at RMC was about twice as expensive as other universities of the same size, and twice as expensive as producing officers through other means.

One of the arguments for a specialized military institution is that it socialises officers into the institution, but the Arbour report raised questions about various aspects of the environment at the RMC.

The student population is not as diverse as at other universities, with an undergraduate population at RMC last year that was about 22 per cent female and 24 per cent visible minorities, significantly different from other Ontario universities where women are often 50 per cent or more and visible. minorities are closer to 40 percent of the students.

A Statistics Canada survey of more than 500 respondents at RMC and Saint-Jean in 2020 found that 68 per cent said they had seen or experienced unwanted sexual behavior in the previous year. Arbor said the interviews her team conducted with students during their review were troubling.

"I was told that almost every female student suffered one or more incidents of sexual misconduct 'or worse,'" she wrote.

Arbor said her future proposals at RMC and Saint-Jean could involve significant and difficult changes. But it is time to reassess its role, she wrote.
